The Global Wind Energy Council (GWEC) reported 11 GW of offshore wind (OSW) capacity installed in 2023, raising the total cumulative installed capacity to 75 GW in 2023. Annual installations are expected to triple to 33 GW per year by 2028 and reach 66 GW per year by 2033. Fully realised, the total installed capacity would be over 480 GW by 2033 with 59% of new capacity projected to be in the Asia-Pacific region. However, supply chain bottlenecks threaten these targets, requiring up to US$100 billion in investment by 2030. Key challenges include project pipeline predictability, regulatory variations, shortage of supply chain manufacturing capacity and vessel availability, leading to delays and higher costs.

Barriers to the offshore wind industry need to be addressed to increase volume and improve predictability. The panel will discuss how international collaboration, regionalization, innovation and standardisation in the Asia-Pacific would enhance supply chain resilience, reap economies of scale and improve project bankability.

Australia is in the nascent stages of adopting offshore wind into its energy markets. Declaration Areas have been established off the coasts of Gippsland (VIC) (including award of 12 Feasibility Licenses), Hunter (NSW), Southern Ocean (VIC) and the Illawarra (NSW), with two further Declaration Areas anticipated for the Bass Strait (TAS) and Bunbury (WA) before the end of the year (2024). The Offshore Electricity Infrastructure Act 2021 also provides a strong regulatory framework for offshore electricity infrastructure projects and activities undertaken in Commonwealth waters.

 

Given the scale and risk profile of investments needed to develop offshore wind, improving investment certainty for developers of those projects is critical for the sector to realise its full potential and to transition from a nascent to an established industry. The ways and means by which this can be done will be discussed at this session with an opening update on the evolving role of the Registrar.
