Our Vision

GWEC’s Global Offshore Wind Task Force accelerates the development of offshore wind technology in non-European markets with a focus on Asia and North America. Offshore wind came of age in Europe where is continues to flourish. In the last few years the cost of energy from offshore wind has more than halved, making it cheaper than gas and nuclear. Now offshore wind is going global with help from GWEC.

Current Projects

The Task Force is currently working on a number of exciting projects:

  • The global overview of offshore wind deployment by country and region – including policy updates, forthcoming tenders, GW in planning/construction/operation and projections 15 years ahead
  • An Offshore Wind Policy Toolkit, with members leading on individual practices, deployment of the toolkit in focus markets
  • Commercial deployment of floating wind
  • Typhoon-ready turbines
  • A sequence of conferences, seminars, workshops, etc. seeking to promote and inform the sector and to share best practice
  • Engagement with key stakeholders including related bodies, e.g. WindEurope, AWEA, G+, GWO, IEA, IRENA, amongst others


Since its formation in September 2018 the Task Force has:

  • Provided evidence to the Taiwan government to help them smooth tariff reductions without stalling the market
  • Held Global Offshore Wind Summits in Taiwan and China.
  • Produced a Market Entry Opportunities database, updated quarterly.
  • Partnered with World Bank Group on their program on offshore wind in developing countries.
  • Written the GWEC Annual Offshore Wind Report 2019

GWEC and ECCT to hold second annual Global Offshore Wind Summit – Taiwan in April 2020

Following the success of last year’s event, the second annual Global Offshore Wind Summit – Taiwan will take place on 21-23 April 2020 in Taipei. Organised by the Global Wind Energy Council (GWEC) and the European Chamber of Commerce Taiwan – Low Carbon Initiative (ECCT-LCI), this official industry event will be co-organised by the Taiwan International Ports Corporation and endorsed by the Ministry of Economic Affairs.

Global Offshore Wind Report: sector has potential to grow to 200GW of capacity by 2030

The Global Wind Energy Council (GWEC) has launched the first edition of its Global Offshore Wind Report, which provides a comprehensive analysis of the prospects for the global offshore wind market, including forecast data, market-level analysis and review of efforts to lower costs.
The global offshore market has grown by an average of 21% each year since 2013, reaching total installations of 23 GW. More than 4 GW of new capacity was installed each year in 2017 and 2018, making up 8% of the total new installations during both years. For the first time, China was the largest offshore market in 2018 based on new installations, followed by the UK and Germany.

GWEC and ECCT bring government and industry together at the Global Offshore Wind Summit – Taiwan

Today the Global Wind Energy Council (GWEC) and the European Chamber of Commerce Taiwan (ECCT) are hosting the Global Offshore Wind Summit – Taiwan with the ECCT’s Low Carbon Initiative. This is the official event for the offshore wind industry in Taiwan, gathering both local and global investment groups, energy companies, project developers and regulators to discuss the promising future of Taiwan’s booming offshore wind market. The summit will be the first event to gather leaders from both local parties to discuss the boost of Taiwan’s economy through continued investment in offshore wind.
