Berlin. At this year’s HusumWind the German WindEnergy Association (BWE) presented barriers, business models and recommendations for wind energy development in Argentina. The business breakfast was opened by BWE-president Hermann Albers, Argentine General Consul Fernando Brun and RE-Network Schleswig-Holstein’s managing director, Sascha Wiesner.
In collaboration with eclareon and the Argentine RE-association (CADER) the project analysed framework conditions and barriers as well as current business models regarding their economic feasibility. The report furthermore provides recommendations to national and foreign policy stakeholders for tackling existing barriers based on industry stakeholder views.
At the breakfast event Robert Brückmann (eclareon) pointed at the comparably still high inflation rate and credit rates, but also hinted at the positive trends due to i.a. the latest measures of the current Argentine government to improve investment conditions. Maria Pineiro of project developer ABO Wind described the practical challenges, which are existing with regard to logistics and infrastructure.
Of special interest for the 50 breakfast participants were the views ofy,Ramiro Gomez Barinaga, Advisor to the Argentine Mining and Energy Ministr on the second regular RE auction round, which has been conducted this August. Mr Barinaga emphasized the challenges in designing a financing framework, which sufficiently secures also foreign investments in Argentina.
Industry stakeholders were optimistic regarding the further developments in the South American country, which presently is considered to be one of the most promising wind energy markets worldwide. This view is shared by Ramon Fiestas, Chairman of the Latin America Committee of GWEC: “Projects and investments shall face a new scenario for financing as a result of the new scheme.”. Of special interest in could become the currently introduced PPA-scheme, which has been subject to a GWEC seminar in the beginning of September in Buenos Aires.
The installed wind energy capacity in Argentina totaled 279 MW at the end of 2016. Under the new government a set of measures to increase the RE-share in total energy consumption from 1.3% (2013) to 8% in 2018 and 20% in 2025 have been introduced.
